Precipitation which is conducted with the reform of teacher recruitment has hitherto largely prevented a real debate is established on the content of this reform. This first observation justifies our eyes demand a moratorium on the implementation of new provisions, especially since the currently proposed framework leaves many practical arrangements pending. This moratorium should at least allow the development of a clear national framework established by the new masters discipline. Among the measures proposed which removes the responsibility of training in neo-holders seems particularly fraught with negative consequences: it is necessary that the neo-holders can receive a discharge of course very significant benefit of a true professional training on their classroom practice (linked training). Regarding other measures without taking here position on the general scheme of arrangement proposed by the Department, we wish to make remarks of assumption that inspires us the experience of our teaching and teacher education in history and geography:
- The basis of competition has Disciplinary and remain a high scientific level. Both "disciplinary events" specified in writing for the new CAPES pose in history and geography of specific problems: how to provide program support as those of the college, high school and post-baccalaureate classes (from antiquity to the present day history the world geography ...) without risking a very low level of demand and a rush of candidates to manuals which are bound to be superficial? In addition to the need to keep the contest is a disciplinary basis for the composition of juries: then what does the presence of "representatives of civil society" on juries?
- The "lesson" as scheduled oral test "educational and teaching" the risk of repeating the mistakes of the first test version of the "professional" on record in 1991, namely developments "didactic" formal and stereotyped, detached from any real practical class. These mistakes had led to the abolition of this form of testing - at the request, it must be remembered, François Fillon, then minister of research and higher education - and redesigning the test on the record when 1994 session wedged from that time for the CAPES history and geography, combining on a reflexive historiography (history of the discipline), epistemology and history of the discipline taught. In addition it is paradoxical that the desire to "professionalize" CAPES is translated into a test "educational" disconnected from any actual practice of teaching ... These are not courses (observation or practical support - a few lessons in the classroom of a teacher in his presence -), which is also reminded that they are not mandatory, that can replace a true course liability with monitoring by a tutor, impossible to implement in the device provided as students enrolled in master will not quality for probationers and no class can therefore be assigned to them outright. It therefore seems necessary for this event, setting the terms and contents that prevent it from becoming an exercise in formal "teaching simulation.
- How to integrate relevant tests (written or oral) a reflexive (the history and epistemology of the disciplines mentioned in the texts of the written tests for framing) that is a real achievement on the test file CAPES ' history and geography?
- Finally the usefulness of the second oral examination on knowledge of the educational system and its weight in scoring leaves us particularly perplexed : Here too the risk of a "cramming" boring, formal and meaningless is real. Do one of two tests for admission is to grant him a prohibitive weight.
It is from these findings and without prejudice to other types of interventions and actions, we call on all researchers and teachers of history and geography to participate in an emergency, an exchange of views and debate on the new Masters 'teaching' and how the new competitive examinations for recruitment of teachers. We must not be silent. The views and proposals, with the consent of the contributors, will be put online for everyone to read it and respond.
